Mannheim, a dynamic city in southwestern Germany, is a regional economic hub with a €20 billion GDP, 325,000 residents, and a 145 km² urban area. Known for its industrial strength, cultural diversity, and sustainability leadership, it is a Local Green Deal Pilot City and an EU Mission City committed to climate neutrality by 2030.
Challenge
Mannheim confronted high greenhouse gas emissions, the absence of an integrated sustainability strategy, and the need to align local efforts with EU-wide climate goals, all while mobilizing effective multi-level governance across local, regional, and European institutions
Solution
Mannheim responded by launching the I.DEAL Mannheim Strategy to drive cross-sector action and citizen participation, establishing COLAB as an inclusive governance model for civic engagement, and implementing a Local Green Deal that operationalizes the Climate City Contract through 81 measures and more than 300 activities.
