By the end of the module participants will:
- Gain insights on the importance of aligning local, regional, national, and international policies and strategies to accelerate cities' climate ambitions.
- Become aware of the national supporting structures, as well as European city networks, that the Cities Mission is fostering to support a more effective climate transition, contributing to the creation of a joint vision among cities in the same country or region, sharing resources and aligning a wide range of agents.
- Hear testimonies of cities sharing projects, progress and mutual support.
Who is this session for?
Climate Officers or individuals responsible for EU funded programmes, planning department, supporting organizations, anyone wanting to learn about how to collaborate strongly with other cities in the same country and the possibilities of multi-level governance.

Facilitators
Jaime Moreno is Associate Professor at the Department of Organizational Engineering, Business and Statistics in the Industrial Engineering School, at the Technical University of Madrid (UPM), expert Advisor at itdUPM and Viable Cities and Sponsored Researcher at the Harvard T.H. Chan School of Public Health. His work is focused on tackling sustainability challenges like climate neutrality in cities and industries, promoting just transitions, and navigating the complexities of migration working closely with students, researchers, public officials, and leaders from the corporate and civil society sectors. He specialized in multi-stakeholder partnering, collaborative governance, and leadership.
Cristina Robledano is a Research Assistant at itdUPM, at the Technical University of Madrid (UPM). She is an experienced professional with over 13 years in climate justice, urban resilience, and social equity. She has led programs at Porticus, managing €2M in grants across Europe. Holds a B.S. in Architecture and an MSc in Efficient Buildings and Environmental Refurbishment. She specializes in stakeholder engagement, regenerative systems, and strategic funding to drive systemic change in urban and climate transitions.
Francesco Palmia is a Governance Expert with five years of experience in urban climate governance. Since 2022, he has been working at ICLEI – Local Governments for Sustainability, a global network of cities and regions, where he contributes to several European research and innovation projects, including NetZeroCities. His work currently focuses on the conceptualization, research, and implementation of Climate City Contracts as governance tools to support the transition to climate neutrality. Prior to joining ICLEI, Francesco gained international experience working with multilateral organizations such as UN-Habitat and academic institutions including Georgetown University and Luiss University, across three continents.
Meline González Piloyan is a Project Coordinator and Policy Advisor on climate and energy efficiency at Eurocities. In her dual role, she leads peer learning and capacity building activities for European cities, within NetZeroCities, while also advocating for cities’ climate policy priorities at both European and national levels. Before joining Eurocities, Meline served as Policy Assistant to the Director at DG ENER (European Commission), where she was responsible for coordinating EU energy policy in the framework of the European Green Deal.
