City description

Mendoza, capital of the homonymous province in western Argentina, covers 106 km² and is home to 122,840 residents within a metropolitan area of more than one million. Situated at the foothills of the Andes between 720 and 2,500 meters above sea level, the city’s semi-arid climate and limited rainfall make it especially vulnerable to water scarcity and heat stress. As a regional hub for tourism and innovation, Mendoza has positioned climate adaptation, governance, and sustainable finance as key components of its urban development strategy.

Challenge

Traditional project-based funding often limits cities’ ability to implement sustained climate policies. Mendoza needed a long-term, flexible financing model to fund its ambitious climate plans, from mitigation to adaptation and restoration.

Solution

The city created the Green Fund for Environmental Sustainability (FOVE) in 2023, alongside the Youth and Climate Action Fund and the Generation-Restoration Pilot, to channel public and private resources directly into local climate projects. These funds make climate finance accessible to communities and institutions, ensuring that innovation and participation drive environmental progress.

Key Impacts

and 865 kg of waste reused in circular-economy pilots

30 % cost savings

achieved in green construction and waste initiatives
